A council leader has asserted that organized crime groups are utilizing fraudulent number plates to engage in waste fly-tipping at an unparalleled level. Brentwood Borough Council reported that the annual number of reported incidents has more than doubled since 2021. Barry Aspinell, the Liberal Democrat leader of the authority, indicated that the town’s closeness to the M25 and London makes it appealing to offenders. Speaking to the BBC, he stated, “This is not fly-tipping as you or I would normally consider it, this is something totally different – on a large, industrial scale.” The council’s clean and green committee is scheduled to discuss strategies for addressing this problem during a meeting on Monday. According to meeting documents, Warley, Doddinghurst, and Brizes Park have experienced the most significant impact in recent years. Mr. Aspinell remarked, “It’s awful. Really, really awful.” He added, “We’ve spent so much money, so much officer time on this.” He further elaborated, “In my opinion – and of those in enforcement roles – this is organised crime.” He described the perpetrators as “People are coming from across London and dumping lorry loads of contaminated waste, domestic waste and, in some cases, toxic waste.” He concluded, “They dump it in our lay-bys, on our footpaths and then just drive off.” In January, as much as 20 tonnes (20,000kg) of waste was illegally dumped at Weald Country Park. Essex County Council, responsible for the management of country parks, characterized this material at the time as “potentially hazardous waste.” Data supplied by the borough council indicated: Mr. Aspinell expressed his hope that funds generated from fines could be allocated to enhance the borough, instead of merely responding to criminal activity.
