A Norfolk council is set to review a proposal to raise penalties for offenses including littering, fly-tipping, and various other minor infractions. Specifically, Great Yarmouth Borough Council has put forward a plan to impose fines of up to £250 for littering, representing a 200% increase from the current fee. Furthermore, Fixed Penalty Notices (FPNs) might be elevated to £1,000, which is four times the present sum. The council’s cabinet members are scheduled to approve these modifications during a meeting slated for Tuesday. These proposed adjustments align with practices adopted by numerous other councils across England, including those in Basildon, Essex, and west Northamptonshire. According to the report, which councillors will examine, it states: “[The FPNs] are high enough to act as a deterrent but not so high as to be unaffordable to the residents of the borough.” Authorized enforcement officers have the authority to issue FPNs either immediately at the scene or through postal delivery. The council reported that 115 FPNs were issued over the past four years, with 16% of these cases proceeding to prosecution. A reduced charge may be offered to offenders who pay the fine promptly. Penalties for other infractions, such as smoking in designated smoke-free areas and selling multiple vehicles by the roadside, are expected to remain unchanged.
