Engine manufacturer Honda, which supplies world champions Red Bull, along with Alpine, have been found to have violated Formula 1’s cost-cap regulations for engine manufacturers in the year 2023. The FIA, Formula 1’s governing body, imposed fines on both companies for procedural rule breaches: Honda, which supplies engines to world champions Red Bull, was fined £462,000 ($600,000), and Alpine was fined £308,000 ($400,000). According to the FIA, the actual costs incurred by both manufacturers remained below the £73.1m ($95m) spending cap stipulated in the regulations. The FIA further clarified that neither company had “sought or obtained any undue advantage as a result of the breach.” While adherence to the power-unit financial regulations is a prerequisite for engine suppliers participating in F1 from 2026, the violations in this instance pertain to 2023, which marked the inaugural year of the cap’s implementation. It was noted, however, that expenses related to current engines are exempt from this cap. Honda, slated to become Aston Martin’s engine supplier from 2026, submitted inaccurate reporting documentation. This included errors in excluded and/or adjusted costs concerning the upkeep of engine dynamometers and inventory management. Alpine, for its part, “delayed the exercise by the cost-cap administration of its regulatory function and submitted inaccurate reporting documents that omitted relevant information.” The FIA stated that the French company, which is owned by Renault, acknowledged that its initial assessment report “contained significant deficiencies,” and further conceded that “several required procedures had not been performed at all, and several other procedures had only been partially completed.” Both entities subsequently entered into accepted breach agreements with the FIA regarding the imposed penalties. The FIA noted that both Honda and Alpine had “acted cooperatively and in good faith throughout the review process, and have sought to provide additional information and evidence when requested in a timely manner.”
