Planners have endorsed the construction of a 38-unit luxury apartment complex situated on a headland promenade. In the previous year, Ocean Castle Limited, a subsidiary of the Tevir Group, submitted proposals to develop the vacant “gap site” on Port Erin Promenade, a location previously occupied by a hotel. The Isle of Man government is slated to partially subsidize this project via the Island Infrastructure Scheme, a program dedicated to funding the redevelopment of brownfield sites. According to the developers, revitalizing unoccupied urban areas beyond the capital city of Douglas would guarantee that “service towns such as Port Erin are not left behind.” The proposed seven-story structure is designated for a vacant plot located between Ocean Castle Drive and Rowany Villas, positioned at the northern extremity of the town’s promenade. It is planned to feature a four-bedroom “executive penthouse suite” alongside a variety of three-bedroom, two-bedroom, and one-bedroom apartments. A planning statement from the developers asserted that the project’s advantages “directly align with the strategic objectives of government,” citing the Island Plan’s goal to increase the population to 100,000. Committee member Sam Skelton expressed his “disappointment” regarding the absence of affordable housing provisions within the development, despite his overall support for the plans. Planning committee chairman Rob Callister MHK stated for the record that incorporating apartments into the affordable housing inventory presented challenges due to “the unknown consequence of management fees.” A representative from Port Erin Commissioners, who backed the application, reiterated this sentiment, noting that flats posed a “challenge” for affordable housing partly because of their leasehold structure. Enterprise Minister Tim Johnston had previously been questioned about the government’s financial backing for the project, considering the exclusion of affordable units; however, he informed Tynwald members that this aspect did not fall under the scheme’s purview.
