A proposal to construct a luxury retirement community on a former landfill site in Surrey has received approval following an appeal, thereby reversing the council’s initial rejection. This multi-stage project, put forward by Inspired Village in Sunbury, is set to feature 164 residences designated as senior living units, alongside a central village facility and a care home. The planning inspector determined that the provision of housing for elderly individuals constituted “very special circumstances” that superseded any detriment to the green belt. Spelthorne Borough Council (SBC) first denied the application in October 2023, citing the retirement village’s perceived incompatibility with the rural nature of the Vicarage Road vicinity. Additionally, concerns were raised that the project would not contribute to affordable housing, as reported by the Local Democracy Reporting Service. Nevertheless, a planning inspector has overturned the local authority’s ruling, stating, “there is no doubt that there is a clear and pressing need for this type of development”. The inspector concluded that the area’s “over-riding suburban character” implied the retirement village would not appear incongruous. Local residents who had opposed the retirement village expressed worries regarding the project’s effect on persistent flooding issues in the locality. The inspector determined that the site could be sufficiently drained, thereby preventing an elevated flood risk. The Environment Agency had also voiced apprehension that the construction might disrupt historical landfill material, potentially leading to unlawful waste disposal. Harry Boparai, an SBC councillor representing Sunbury Common, commented: “Spelthorne Council has been steadfast in representing the interests of its residents, and we gave everything we could to oppose this appeal. “This result is profoundly disappointing for us all.”” The approval comes with stipulations, including limitations on construction timings, the establishment of a buffer zone for wildlife preservation, and an evaluation of contamination hazards. Ellen Pearce, who serves as the head of planning for Inspired Villages, had previously stated that the development would address “the growing need for specialist housing for older people in Spelthorne” and incorporate an on-site medical facility.
