The £500 fly-tipping penalty imposed on a woman for placing furniture outside her residence for complimentary collection has been suspended. Isabelle Pepin of Southbourne, Bournemouth, placed a cabinet on the street in September, stating her intention was to “try to recycle” the item. The mother of one child declined to pay the resulting fine, leading Bournemouth, Christchurch and Poole (BCP) Council to issue a court summons. Ms Pepin received a letter from the council last week, indicating that no further measures would be pursued as the authority undertakes a review of its fly-tipping enforcement policies. Media coverage regarding Ms Pepin’s fine initiated a public discussion on fly-tipping, with Dorset’s police and crime commissioner expressing support for the council’s position. Subsequently, Ms Pepin’s appeal against the fine was denied. She expressed being “delighted” upon learning that she would not be required to appear in court in the new year. “It’s great to know that before Christmas because there was some weight on my mind obviously and also the financial implications meant it wasn’t going to be an extravagant Christmas for me and my little boy – but I can relax a bit now.” Ms Pepin stated her hope that this development would conclude the issue, but she noted that the correspondence repeatedly specified that no action would be taken “at this time”. Despite the situation, Ms Pepin affirmed her intention to continue providing her unwanted possessions free of charge to community members instead of transporting them to a waste disposal facility. “We need some clarification on the laws so people don’t get fined unexpectedly for this sort of thing,” she said. Kieron Wilson, BCP Council’s cabinet member for housing and regulatory services, indicated that the council would conduct a review of its policy, acknowledging the “recent strength of feeling from residents”. “During this review period, the council will pause any prosecution of individuals with outstanding payments and we have written to those individuals advising them.
