Private Companies Set to Manage Council Care Homes

Private firms are poised to assume responsibility for providing care services at two facilities owned by the council, as part of an initiative aimed at reducing expenditures. West Berkshire Council intends to divest itself of Willows Edge and Birchwood care homes, both situated in Newbury. The council stated that these homes are presently operating “well above budget” because of elevated levels and expenses associated with agency staff. Previously, over 1,000 individuals endorsed a petition expressing opposition to any proposal to close or sell Willows Edge. The local authority indicated that a “well experienced, external provider” would be capable of operating the homes at “market cost,” thereby generating savings for the council. The definitive selection of which company will be granted control of each home is scheduled for next week, subsequent to a private tendering process. Notrees Care Home, located in Kintbury, could not be incorporated into the tender by the council. Willows Edge and Birchwood collectively offer a maximum capacity of 97 beds, accommodating a diverse group of residential, nursing, and dementia residents. The adult social care department of the council bears the responsibility for ensuring ample market capacity for the provision of services within a residential care environment. Since 2023, bed capacity in the district has decreased by approximately 7% subsequent to the closure of two care homes, occurring concurrently with a rise in demand. A new care home is presently under construction in West Berkshire, and proposals for four more facilities have been presented to the authority, though these are not anticipated to commence operations prior to 2029.
